Moon: It’s time to talk with North Korea

South Korean President Moon Jae-in on April 27 reaffirmed his will to restore the collapsed diplomacy with Pyongyang in marking the third anniversary of his historic summit with North Korean leader Kim Jong-un.
“The Panmunjeom Declaration is a milestone for peace that no one can undermine,” he said during a weekly Cabinet meeting, referring to the landmark deal that was signed by the two leaders on April 27, 2018. “The path for peace, promised in the declaration, should not be reversed under any circumstances.”
At a Cabinet meeting Tuesday, he said the Panmunjeom Declaration is a milestone of peace.
He also expressed hope his summit with U.S. President Joe Biden in May would lead to progress. The Panmunjeom Declaration is a milestone of peace that no one can undermine. The time has come for us to start talks again and end the long period of deliberation. We want to develop the peace process based on strong cooperation with the Biden administration. I hope (the summit) will provide a chance to restore dialogue and cooperation between the two Koreas, as well as between North Korea and the U.S.

The South Korean government appears to be out of sync with the new U.S. administration in regard to issues involving North Korea and other diplomatic priorities.
Diplomatic observers attribute the seemingly ongoing diplomatic disagreement to the lack of communication channels between the allies, expressing concerns that it may adversely affect next month s summit between President Moon Jae-in and U.S. President Joe Biden.
On the occasion of the third anniversary of the inter-Korean summit, Tuesday, Moon said the time was approaching again for the two Koreas to resume dialogue. On April 27, 2018, Moon and North Korean leader Kim Jong-un agreed in their Panmunjeom Declaration on making joint efforts to achieve co-prosperity, establish lasting peace and reunite the two Koreas.
