A large part of the problem with the 150-foot-long unpaved road called Slow Way has been that people take it too fast.  BY THE NUMBERS $82,335 cost to replace aging valves and valve actuators for the nano-filtration equipment at Palm Coast s Water Treatment Plant #2. The existing valves and actuators are over 25 years old. The city will purchase the new ones from Harold Beck & Sons, Inc., of Pennsylvania   15 cubic yards of lime sludge produced each day at Water Treatment Plant #2. The city has agreed to pay $14.50 per cubic yard to have the sludge disposed of offsite
