I pray for innocent Palestinians as Hamas terrorists intentionally and cynically use them as civilian shields. Their nightmare reality is that when Israel is forced to defend itself (and every nation has a moral obligation to defend their citizens when rockets are being fired at their civilians), tragedy happens despite deeply careful efforts to reduce civilian casualties. The fact that the responsibility for their loss of life is in the hands of Hamas and other terrorists does not take away the horror or pain of their loss of life. This is especially true now as it is a holy time for Muslims.

This approach reflected the belief that a thriving private economy would lead to a free and functioning Palestinian state. Yet, as Rabie

Most Palestinian and international observers would describe the Biden administration, now approaching its third month in office, as being steady, positive but slow with a low priority in addressing the Palestinian issue.
In both his election campaign and after taking office, the 46th president of the United States had promised to renew dialogue with Palestinians and reverse most, but not all, the Trump administration decisions. The restoration of dialogue has run into bureaucratic trouble due to existing anti-terror legislation, so the slow movement has been focused largely on reinitiating financial aid and reversal of semantic description of the conflict and the needed conditions to restart peace talks.
