Judge: Lee development approval not consistent with hurricane evacuation standards

It is undisputed that the subject property, and indeed most of the island, is located in the (coastal hazard zone), the ruling reads. The County has adopted a 16-hour out-of-county evacuation time for a category 5 storm event (but), the base scenario (i.e., the analysis used for growth management purposes) out-of-county clearance time for Lee County is actually 84.5 hours for a category 5 storm.   So instead of taking most of one day, evacuating Lee County during a top-tier storm would actually take up to four-and-a-half days.  Hurricanes can be shifty and change course in a matter of hours.  Meteorologists in 2004 expected Hurricane Charley would go further north and land in the panhandle or Big Bend areas.
