The Sandiganbayan has convicted two former officials of the Department of Agriculture regional office in Zamboanga City over the procurement of overpriced liquid fertilizers in 2004.
MANILA - The Sandiganbayan turned down the plea of a former lawmaker and a former town mayor of Sulu to junk their graft charges arising from an allegedly anomalous PHP5-million agriculture project in 2004. In a resolution dated July 22, the anti-graft court's Fifth Division denied the motion filed by former Sulu 1st District Rep. Hussin Amin and former Hadji Panglima Tahil mayor Nedra Burahan, who are facing multiple counts of graft. Also accused are regional agriculture officials Oscar Parawan, Samuel Simbajon, and Ma. Perlice Socorro Julian, and Commission on Audit's Abduljamar Ingui. They are implicated in the alleged questionable release in three tranches of PHP5 million for the Farm Inputs and Farm Implements Program of Amin PHP3.25 million, PHP700,000, and PHP1.05 million. The Sandiganbayan has ordered the lawyer of the late Moro National Liberation Front (MNLF) Chairperson and former Sulu Gov. Yusop Hussin Jikiri to explain the filing of a motion for reconsideration despite his manifestation on the death of his client.
In a resolution, the anti-graft court warned that “the Court will be constrained to act accordingly” if the lawyer, Jose Ventura Aspiras, fails to comply with its directive.
Jikiri, together with Department of Agriculture (DA) Regional Field Unit XI Executive Director Oscar Parawan, were sentenced last Nov. 27, 2020 to a total of 16 to 26 years imprisonment on charges of graft and malversation.

The Sandiganbayan has ordered a lawyer to explain why he should not be sanctioned for manifesting to the court that his client, who was convicted of graft and malversation, was already dead “when the truth is said accused is still very much alive.”

Ordered to explain was Jose V. Aspiras, lawyer of former Sulu Gov. Yusop Hussin Jikiri, who, together with Department of Agriculture (DA) Regional Field Unit XI Executive Director Oscar Parawan, was sentenced last Nov. 27, 2020 to a total of 16 to 26 years in prison.
During the promulgation of the decision on his case, Jikiri failed to appear. Aspiras explained his client’s absence by manifesting his (Jakiri’s) death. The lawyer was then directed to file Jikiri’s death certificate which would indicate the place and date of his death.
