making its way through california bringing heavy rain, winds and flash floods. california and know vard da have both declared states of emergency. let s check in with meteorologist karen maginnis. what are we expecting? in the next 30 minutes we will expect an update from the national earthquake center. my estimate is it s going to be a low tropical storm intensinte. this is a time of year where we barely see any rainfall in these areas. a lot of these areas are desert regions or plains areas. also, those mountains tend to absorb a lot of that moisture. the orographic lift.
