Cubans dont get credit for being a first class Intelligence Service and they are first class. They have proven their worth time and time again over the last 20 years especially over the United States. In our world in the counterintelligence world the cubans are very aggressive and have been successful for years. Though they may not pose a military threat, a lot of times they can sell it to other countries.
