and we ll do everything we can to move our citizens out of harm s way. bill: you said the egyptian government cannot reshuffle the deck and stand pat and hillary clinton yesterday talked about a transition to democracies. what does that mean? transition to democracy? well, as president mubarak indicated on friday, he is reforming his government. he s named a new prime minister, named a vice president for the first time, as far as i remember in his 30-year tenure, as president. now the real key is what does that government do? clearly, as we have said there needs to be a process going forward and needs to be a national dialogue, as secretary clinton said yesterday, together it is the government, the army, all of the institutions and the population of egypt, that, together, are able to chart the way forward, a process that leads to free, fair and credible elections and that would be, then, that would be with or without mubarak then. these will be choices made
