The Supreme Court has directed the petitioner to make a detailed representation to the concerned States with his suggestions on uniform procedure or policy for open prisons or semi-open prisons.
The Danish government will rent prison cells in Kosovo to house 300 inmates in a bid to reduce overcrowding. The measure will be limited to prisoners who were already set to be deported out of Denmark.

An understanding is sought to be developed of the open prisons as a peno-correctional institution and their superiority over the more conventional forms of incarceration in ensuring both, the societal objective of penal sentencing and the human rights objective of successful reintegration of the prisoners upon their release.
