you. the health secretary has announced the government is to block book 2,500 beds in residential homes to try to ease some of the pressure on the nhs. the move would free up beds in hospitals currently occupied by patients who are medically fit to leave. but care providers say it is no subdued for proper long term planning. here s our health correspondentjim reed. thanks, fiona. we know the health service across the whole uk is under huge pressure. this graph shows the total number of hospital beds in england around 100,000 shown here in blue between november and january. doctors say to operate safety, the average number of beds being used should not go above 85%. that is what the dotted line shows. but this winter, once again, the nhs is operating well above that level, around 95% on some days which is beds are being used. the scottish government today also warned that hospitals
for the first time, the average annual temperature in 2022 was more than ten degrees celsius. that means the ten warmest years on record in this country have all been in the last two decades. scientists say it s clear proof of dramatic climate change. well, our climate editorjustin rowlatt is here with more details. we all remember the record high temperatures this summer and the wildfires they helped drive but it wasn tjust the summer that was hot. take a look at this. the black line shows average uk daily temperatures across the year. the red line shows the actual temperature. as you can see, the spring, the autumn and the winter were all unusually hot too. in fact, every month except december was above average. this blue dip is that sharp cold snap we experienced before christmas. and these high temperatures are part of a clear long term trend. this graph shows the coldest and hottest years ever recorded in the uk.
big piece of this legislation, steve, as you point out in your second chart, is the biggest action on climate change in american history. what are we talking about there? this is quite extraordinary, willie. so the chart here shows we have, in fact, been reducing our co2 emissions gradually over more than ten years, but we need to accelerate that to meet our targets under the paris agreement, which is that little red dot down in the bottom right corner there. the dotted dark line shows what would have happened without this legislation. we would have continued to reduce our emissions, but we wouldn t have gotten close to paris. this actually, in the turquoise dotted line, as you can see, makes up half of the gap. it gets us about halfway from where we would have been to paris. there s still more to do, but that s an extraordinary move. it is a huge package of tax credits and incentives, some government grants, that we have to pour through the details, but
