Support within the UK for the principles of maintaining a system where justice is administered locally or in public was evaporating even before Covid-19; in the decade to 2020, more than half the Magistrates Courts in England were closed. Civil litigation is inexorably shifting online. In 2014 an Online Dispute Resolution Advisory Group, chaired by Richard Susskind, started exploring online techniques to process low value civil claims in England. A report by the Scottish Civil Justice Council from July last year proposes that Civil Online be extended from low value actions to all cases.
