A document describing meetings of Theodore Roosevelt National Park officials shows their intention all along was to remove the horses, a horse advocate said.
The request notes that important documents totaling thousands of pages cited in the report were not made available until seven days into a 30-day comment period.
A park report said 49% of visitors surveyed supported maintaining a herd of horses, when those expressing some degree of support totaled 89%, with 49% indicating strong support.
