president obviously has to take those matters into consideration. reporter: the decision will likely be to withdraw some 5,000 forces beginning in july. and a second wave of several thousand more by year s end. the president knows he can t run for re-election without having definitively drawing down the efforts. reporter: a group of 27 democrat and republican senators sent the president a letter last week urging a shift in afghanistan, others worry about pulling out too quickly, reversing gains made against al qaeda and the taliban. if they are support troops, i think that that is somewhat acceptable. if they come out of the 30,000 surge, then i think that s a matter of concern. reporter: the president now facing a tough call with the stability of afghanistan, and more american lives on the line. a total of 100,000 u.s. troops are currently in afghanistan. the u.s. is set to spend $113 billion on operations there this year. on capitol hill, kristen dahlgren, news

there was a fight in the zoo property at the small mammal house this afternoon involving a number of juveniles and that those juf nils were removed from the property. it s not clear if the stabbing happened on the property of the zoo or just outside of it. d.c. police and zoo police are investigating. many of the people we spoke to this afternoon were very disappointed about this violence that forced the zoo to close this afternoon. it s disappointing, that s all. i think there should have been more guidance and maybe that would have mediated a lot of the issues so hopefully next year there will be a solution. i m just disappointed that any incident like that would happen in a public space or anywhere because it just puts a damp or the day for everyone. it s a beautiful day and people should just really enjoy it and not really take their issues to that level. reporter: you may remember it was back in 2000 that there was a shooting at this same event which happens every
