A year after a last-minute law paved the way for Hideout to annex Richardson Flat, the Utah Legislature’s final days once again included a flurry of activity. But this time, Summit County stands to benefit from a relatively late addition.
H.B. 433, the $1.1 billion infrastructure bill passed Thursday, includes a provision expressly appropriating money for “an environmental impact study for Kimball Junction in Summit County.”
It may not sound like much, but environmental studies like this one are expensive, and Summit County Manager Tom Fisher said it was one of the last major hurdles in the process to redesign the snarled intersections at Kimball Junction.
Traffic begins to back up on S.R. 224 near Kimball Junction during the afternoon rush hour on Wednesday. The Summit County Council is working with state officials to identify solutions to the congestion problems, though work on any project still appears to be years in the future.

The most direct way to Interstate 80 from Park City is on S.R. 224, a trip that often ends in a mess of traffic and taillights at the largest commercial district in the Snyderville Basin.
The other option is U.S. 40, which is 3 1/2 miles longer, but features less traffic, fewer traffic lights and, often, fewer headaches.

UPDATE 7:37 p.m.
CHULA VISTA (KGTV) Councilman Steve Padilla motioned for council to continue to conduct public hearings citing concerns over the plan and the need for further clarification from the builder. The motion to continue public hearings passed meaning the council will not adopt the resolution to process the amendment to develop 900 multi-family condos tonight.
The city received over 500 comments only 4 in support of the resolution.
