York County commissioners say a surge in voters caused the ballot shortage at some polling locations on Tuesday.A record number of voters – especially Republicans – turned out at the polls for the primary election. It was more than the total number of people that voted in 2019 primaries, Commissioner Julie Wheeler said.At least a dozen polling places ran out of paper ballots.Wheeler said the county followed a state statute for printing ballots based on the highest number of voters in the last three municipal primaries plus 10%. That s not to say that planning couldn t have been better.
