Town of Windsor to pay company $25k to review, update police policies

WINDSOR, Va. The Town of Windsor will pay nearly $25,000 to hire a company to review and update police department policies.
The company, LEXIPOL, assures agencies are up-to-speed with state law and other departments, according to Windsor Police Chief Rodney Riddle. I can only do so much as one guy, Riddle told councilmembers Tuesday.
Riddle has previously said it is difficult to stay on top of needed policy changes with a small-town staff. The Windsor Police Department employs seven officers and two auxiliary officers.
More than a dozen Windsor area residents spoke at the first town council meeting held since police body cam video of a controversial traffic stop went viral. Several questioned why one of the officers involved was not fired until after the incident made news and why the other officer is still employed by the town.

“At the end of the day, each and every call that we go to, it’s an encounter. It’s a citizen, it’s an officer, it’s an opportunity to build a relationship, Riddle remarked.
Riddle was also asked about why Officer Crocker hadn t been terminated from his position. The chief explained that Crocker had just graduated from the police academy last October and was working in a shadowing capacity under Gutierrez during the stop. Gutierrez was an experienced officer but was new to Windsor s police division.
As for the request from the Attorney General s Office for information on the department s practices and the officers backgrounds, Riddle said he invites it.
