Siphiwe Lucky Sangweni was born on 27 February 1967 in KwaMashu township, Durban, in the KwaZulu-Natal Province of South Africa. After he completed his secondary schooling at Igugulabasha High School in Ntuzuma, north of Durban, he went to join the underground revolutionary structures of Umkhonto Wesizwe (MK), and subsequently went to exile and underwent military training in Tanzania where he became an all-rounded trained and qualified officer through formal military training by the Tanzania Peoples Defence Force (TPDF).
On his return to South Africa in 1994, Sangweni integrated to the South African National Defence Force (SANDF) where he was appointed a Platoon Commander in the Republic of South Africa National Peace Keeping Force (NPKF), a position he held for a period of six months until the disbandment of the NPKF.
