The Dauphin County district attorney ruled that a Harrisburg police officer won't face criminal charges for a wrong-way crash in October that killed a teenager.
For reasons unknown, the suspect returned to threaten the staff with a running chainsaw. He then left the office, went to his room, made contact with the occupant who was still there, and swung the chainsaw towards him, causing him to flee.
Manuel Esteban Paez Terán was shot and killed by six Georgia State Troopers on Jan. 18 as officers raided campgrounds occupied by demonstrators protesting the training center.
While he was being booked, the man grabbed and discharged a canister of bear spray that was sitting on a shelf. An officer subsequently shot him in the groin.
