CSPAN3 Key Capitol Hill Hearings September 9, 2016

So if we can come to order. Thank you for being here. On april 27 of this year our subcommittee held a hearing on south sudans prospects for peace. An accord that finally ended the civil war that broke out in december of 2013 was reluctantly signed by both the government of south sudan and the Peoples Liberation movement in opposition in august of 2015. We were cautioned by ambassador booth at the time. And i remember your testimony on april 27th, mr. Ambassador, when you said these are the most significant advancements yet in implementing the Peace Agreement, but you also cautioned and said it is only a First Step Towards lasting peace, the most difficult work still lies ahead. Those words were prophetic and certainly very, very true, especially given what happened in july. Peace was never fully established in south sudan as a result of the august agreement. In fact, as we all know, fighting spread to areas that had not previously seen armed conflict. An estimated 50,000 south sudanes

Emergent treat, and i think in the more cochran strategy, first of all, we have all this state in this region, militias, revenge groups, sectarian groups, terroristic groups, criminal groups and so of course, libya talked about some groups we can say only in libya we have merely 300 militias. And when you go a little bit to this all this separatist groups dealing with all the terrorists, link it to all these terrorist groups and national organized crime. Pick in this time, on one hand, as the major role of terrorism and the terrorist groups, we have certainly daesh, as you see it, and is active in a lot of off can countries, in mali, bar ke barkina faso and others. We have a big bed of as my friend said, boko haram. We talk less about boko haram, but its one of the bad, very bad groups. And al shabab. The second point, when we focus on the terrorist groups in the moroccan approach, we never put transnational organized crime. We have in this region very important activity and what we le

Mr. Chairman, if i may, when it is implied that the treasurer is not being truthful, he should be given an opportunity to respond to that. It should not be left, saying i have accused you of not being truthful, but i want to move on and i would say if we are to comply with proper decorum, you would allow the treasurer to respond to what has been said as his being untruthful. May i speak to the point . Any other member wish to be heard on the point of order . Gentleman from south carolina. Ive already indicated to the witness that i intend to leave him time at the end of my five minutes to respond. I do intend to do that. I would like to get through my presentation first and to give him the opportunity to respond to all of my points. In addition, no one is stopping him from receiving time from the opposition, the other side, the other party to speak to my points, which we regularly do in this committee. Perhaps, if no other member wishes to be heard. I would like to ask unanimous consen

Read. Look. I think china has a serious economic challenge ahead of it. It has to go through this enormous transition from an industrial economy, an export driven economy, to a more consumer driven, more market oriented economy. The faster they establish confidence that that transition is under way and that theyll stick to it, i think the faster theyll see progress. On stemming some of the capital flight. Okay. Well, the other structural problem i think they have to have is that basically the pileup of wealth at the very top, which is a universal problem, actually, in developed economies. In large part i believe this 1 trillion of capital flight consists of wealthy chinese pulling their money out of china, often to spend that money in economically unproductive assets like empty apartments in manhattan or vancouver or you name it. So it seems like when the wealthy in china break their social compact to reinvest in their own country and instead invest in less productive assets offshore,

Local correctional facility you visited and better than many of the federal facilities, yet youre advising the president on the closure of this facility so he can propose building a new facility here. Does that make any sense . Would it not be better to tell the American People the real story, that its a model detention facility, that the red cross has regular access, dispel the false narrative that some use, rather than close down what is a great facility . I do think its a professionally run and a humanely run facility, and in particular, the servicemen who and women who serve there, face enormous hardship in their service, and they do an outstanding job in running the facility. General kelly did an outstanding job in managing, now admiral tib has taken over that process and they both do an incredible job in maintaining what is a very well run facility. That said, we still think it should be closed. Were going to greg meeks of new york, and then mo brooks of alabama. Thank you, mr. C
