Organizations so that they, including, could somehow influence what is happening now because , er, Political Prisoners are in in rather harsh conditions. That is, they are not given medical access, they are not provided with medicine , that is, there is not enough medicine in prisons, colonies in pretrial detention centers, they are also refused to hand over medicines that are given to them by relatives, that is, they simply take them away and the police do not receive these medicines thats why we have to react somehow, well, in any case , i think its safe to say that the russians use it as a factor of pressure, a factor of coercion to certain actions. As far as i understand, even in their russian prisons and colonies, they treat their russian Political Prisoners in roughly the same way, well, those who can really be called Political Prisoners, and not some kind of semicriminal detainees , well, if we are talking about gorkin, then unlikely he can be called politically connected, altho

And allow us to preserve what we love about the city, so going to the slides im going to speak a little bit to where we are and what some of the needs are but i think you alluded to this in the opening remarks, so in terms of opportunities within the Transportation System here in San Francisco when you look at transit what we have going for us is that we have a very dense system with high ridership, High Percentage of trips again in San Francisco are taken on transit. I think its Something Like 90 of the residences in San Francisco live within a block or two of a muni stop so we have a dense provision of transit in the city, and likely a lot of latent demand, a lot of folks who would be taking transit if it was functioning better so in other words a lot more people we have been serving and in terms of walkability were one of the most walkable in the country and there are a lot of Transportation Needs done on foot and done comfortably and enjoyably. In terms of cycling we see there is S

And City Attorney understand that the file has already reflected the revised formula for corrected payment so we do not need to make that amendment ; is that correct . Thats correct. Okay. And, mr. Rose, just in thinking about this, putting a 5 floor since the contract is based upon a cpi, assuming a 5 deflationary annual number, is that correct . This would be protective of deflation of 5 or more every year . That is [speaker not understood] for changes in rider ship. Formula includes rider ship. Thanks, okay. Colleagues, any questions of the budget legislative analyst . Thank you very much. Appreciate your report. And i know bart actually would like to come up and speak again. So, thank you again for being here. Thank you. I just want to reiterate that we fully support the comments from mr. Rifkin and mr. Lee. And i appreciate mr. Roses summarization there. So, we do agree to the amendments that have been proposed. And thank you also for the clarification. The feeder agreement, as it

A bit as well. I guess ill adi hear what youre saying. Many [speaker not understood]. Thats what these agreements are about. And i think we dont look at this as well see what we can squeeze out of bart or bart is looking at what can we skis out of mta. Were really looking at what makes the most sense. Especially to facilitate the connections between the two systems. So, i dont look at it as the muni riders are subsidizing the bart riders somehow. This is really about the riders that are moving between the two systems. And its something we want to encourage because our Transit System in the region, its a regional system and many people move between the systems and thats what these agreements are meant to facilitate. I realize if you stand one next to the other theyre looking equitable. Again, theyre different agreements achieving different goals or facilitating different movement of passengers. Again, i appreciate that and that perspective. I think from my seat the longer term thing wer

Funding that we can obtain is actually used for transit, and one of the arguments that ive been making for the last few years we have gotten into a bad habit in San Francisco from diverting transit money to other admittedly important policy needs, whether its impact fees we see it all the time. Transit impact fees are non existent or low and other fees are high and for other important needs. We saw it when a bunch of muni money was shifted over to the Police Department in the form of a traffic work order which fortunately is starting to be reduced and i think we will continue to see for example the vehicle license fee and we assume its going on the ballot for next november and were all supportive of it. Its my view the bulk of that money should be used for Public Transportation, but there are people who have all sorts of ideas. I met with a group last week that wants a good portion to go to health and Human Services and while its very important to have good health and Human Services in
