The Senate can and should do a better job of improving educationalopportunities for America's children than is embodied in thelegislative vehicle approved by its Health, Education, Labor, andPensions Committee.
Over the years, the increasing burden on taxpayers has not resultedin improved academic achievement. Future increases should not bemade until Congress can show that the system it has designed works.Increased spending on government programs that do not work shows acommitment not to education, but to the system.
