My name is julian sanchez, im a senior fellow here and im grateful to everyone has come out bright and early to the auditorium at cato for our 2019 surveillance conference. Weve been doing this for some five years now. When we launched this in the aftermath of disclosures about both a fake election by former contractor snowden, the nsa itself was a fairly obscure agency unfan with most americans and as we kick off our 2019 conference, we find that now even intelligence oversight is itself very much in public headlines. We have an impeachment proceeding kicked off in significant part by reports from the from the Intelligence Communitys Inspector General. We have forth coming next week a breathlessly awaited report on allegations of misuse of the Foreign Intelligence Surveillance Act during the 2016 president ial campaign. We have proceedings aired, going to be from the house Intelligence Committee. So even intelligence overseers now are at

So how are we working within some confines of the law and creatively working to support individuals to get out to treatment in communities. This last slide has an overview of accomplishments. A lot of what we have done to date is understand our problem a little bit better and generate pathways to do better. I make a joke about you got a District Attorney, a public defender, a sheriff, a Public Health representative all walk into a dueling piano bar. If they can come up with a combined recommendation before the board of supervisors saying, we all agree, and this one thing , i certainly hope that you will be able to respond and give us the resources to do that. One such example is a datasharing officer. Someone who can share data better so we know with a high utilizer, the x. Term isnt necessarily appropriate, and individual who has frequent contact with multiple systems touches our jail door, what are
Coming into custody. It could, and these are back of the envelope calculations. And that number was 3,000 that you said were repeat bookings that come back. That was 1,394 individuals. Okay. If we were successful 60 of the time in stopping them coming back, we would realize 154 person reduction in our average daily jail population. Case processing reduction goals, of we just shortened Case Processing timelines, this is the time a case takes to go through the court system by 30 days, we would potentially see a 94 person reduction in the average daily population. Healthy connections and reduction goals, i will say that these arent unique, it cant all be added up together to equal a potential reduction because b. C. Overlap in the populations. So healthy connections, if you look at that comparison of time waiting in custody versus out in community, we could potentially see a reduction in 32 in terms of the average daily population. We know theyre and essential component of our Justice System and we need to Work Together with them. The capital priorization is not yet final. The latest date i heard from the Judicial Council is midnovember, november 14th and 15th, hoping to finalize the list and we can, i hope, hear answers back about our positions about that list and the deadline in the legislation is the end of the year and thats when the court responds back to the legislature and gets the ball rolling with the department of works and public finance.
