You have to rattle off her accomplishments to you tonight by and large you are deeply familiar and then to recognize the rising star in 1977 and that is from her book song of solomon. You dont need me to remind you hear the honorees and those other works. And i assume you dont want me to whittle away moments at the podium with the recitation of previous awards although it is tempting the 1988 Pulitzer Prize National Humanities metal and 2000 and the honorary doctorate from oxford among many others with the president ial medal of freedom. U. S. Person around the world, outside the United States. Previously that had been something that judgment casey could do as attorney general. So someone outside the United States who was a u. S. Person, now needs a fisa court order to do that. Thats one. And the other is there were a series of provisions that prohibited this practice of reverse targeting youll hear about. Which basically said you cannot, the government cannot target something overseas under this statute. Under 702, who is not a u. S. Person in order to collect against a person in the United States. You know for that purpose. That would be an endaround that was prohibited by the statute. To my mind, statute does a very good job of balancing these competing interests and enacting compromises. One of the, you mentioned minimization procedures. One of the other criticisms that ive sometimes heard from people who are worried about the program, is that the procedures themselves and the adherence to them are themselves not s
This was a statute a few years old. You should not take my word for it. I went back to look at the ,eport, the definitive account where they had access to all the classified information. They concluded that section 702 had allowed for the authority of. Pecific terrorist attacks they identified targets, the means, the identities, the locations of the participants. They came down strongly on the side recognize that the value is difficult to overstate. You also need to step back 702 for itsuing ability to stop particular plots at a particular time. If youre talking about stopping a plot, no, you will not find a lot of plots stopped by particular programs, but that is not the way intelligence is used. It is used along with human intelligence and open source material. Together,ut it all that allows you to prevent getting to the point where somebody is chambering a round.
