The Sakhisizwe Local Municipality council in Cala is accused of unlawfully operating with a four-member executive committee instead of three, as the law stipulates for such a municipality.In November 2021, both the then MEC and head of department at co-operative governance and traditional affairs (Cogta) wrote to the council advising that it needed to comply with Section 43(2) of the Municipal Structures Act by not incurring “unauthorised expenditure” through paying a four-member executive committee instead of three.
These unbearable conditions prompted civic organisations, including the Cala University Students Association (Calusa), to call for immediate government intervention.
