Blackburn town centre with the Northgate Conservation Area highlighted PLANNERS have been urged to approve an application to turn a first floor storage area in a conservation area into a martial arts studio. Philip Turner wants to make the change to the premises at 14 Lord Street in Blackburn to bring the building back into use. It is in the town s Northgate Conservation Area which contains a collection of 19th and 20th century municipal, retail and commercial buildings predominantly arranged around Northgate and King William Street. His agent Watson Saunders Associates Ltd has submitted a heritage statement which says: Dated to 1882 by a rainwater head, this two-storey red brick building was originally constructed as a shop and warehouse.
