此前2020年10月28日，劲拓股份（300400.SZ）曾披露公司控股股东、实际控制人、董事长吴限因涉嫌证券市场操纵，中国证监会决定对其立案调查。数月之后的2021年6月24日，吴限收到中国证监会的《行政处罚及市场禁入事先告知书》，陈磊、林建武、吴限三人涉嫌违反2005年《证券法》第七十七条第一款第一项、第三项、第四项的规定，构成第二百零三条所述的操纵证券市场行为。
依据2005年《证券法》第二百零三条的规定，中国证监会拟决定：没收陈磊、林建武和吴限违法所得共计1.65亿元，并处以4.96亿元的罚款，违法所得及罚款合计6.61亿元，由陈磊承担50%即3.31亿元，吴限承担30%即1.98亿元，林建武承担20%即1.32亿元。依据2005年《证券法》第二百三十三条和《证券市场禁入规定》（证监会令第115号）第三条、第五�
