A federal lawsuit filed Thursday alleges a Chicago police officer shot a fleeing 13-year-old carjacking suspect in the back even as the city has tried and failed to implement a new policy on foot pursuits.
The teen, who was shot in the back by a police officer, was unarmed and had his arms raised to surrender, according to a lawsuit. The bullet severely damaged part of the seventh-grader s spine.
