guarantees of security with the president. a couple of months ago, as i recall, commented on our initiative of nonexpansion of nato. he said he would understand every country needs guarantees of its security. well, turkey s foreign minister believes such a security agreement is possible. he says ukraine suggested turkey and germany ask as guarantors of such a deal. he adds russia wasn t entirely opposed to it. in addition, the foreign minister believes turkey could broker a meeting between the presidents of ukraine and russia. meanwhile, the leaders of france and germany are taking their pleas for a cease-fire directly to the russian president as part of a slew of diplomatic efforts by europe to try to bring peace to ukraine. natasha bertrand is in brussels with those details. reporter: the french president and german chancellor spoke to vladimir putin on friday and implored him to open up the humanitarian corridors to
in a round about way he s given the nonexpansion states a better deal. do i have that right? if i do, how is that going to go over? you do have that right. i think it goes over very well. as you probably remember i was a member of the state legislature. what we had was a whole lot of individual states, particularly red states, not choosing to expand medicare and medicaid. particularly because they have this continued perception that that s a welfare program and they re anti-welfare. what this does is give an end around to people who want different health care options but who happen to be in deeply red states. they can still participate in federal subsidies and different options for health care. so i think that joe biden is hitting a populist note here. and it s drawing a distinction between him and the left but more importantly it s showing he s ready to think about policy as opposed to just using the catch phrase medicare for all that he understands this stuff, that he was embedded
i heard one of our colleague commentators in the previous hour saying it s essentially irrelevant because it can t get through a non-democratic 60 majority in the senate. that s not what this is about. we re in the thick of the democratic primary, about messages to mainstream democratic voters. he draws an important distinction in saying that medicare for all actually dismantles obamacare. what we liked about obamacare was preexisting conditions being covered, lowering prices and the big one was the public population, joe biden reinstating that public option. so i think this is an excellent move for joe biden and it creates a clear distinction between him and some of the far left on his of his primary competition. don, here s the deal with the public option in the biden plan. it would kick in for states that refused obamacare s medicaid expansion. yes. but the states that have complied with obamacare, they will keep the status quo.
spa special giveaway as a special giveaway? they re expansion states. the goal is to take nonexpansion states like south carolina and give it parity. the omb numbers came out with more dramatic increases in obamacare premiums than calculated, so we had to change the formula. a state like mine will not get the parity until 2030. what does that mean? it helps people like alaska and arizona who expanded and makes their glide path better. but we did nothing for alaska we didn t do for hawaii. the formula is designed to get the nonexpansion states up to parity with expansion states we ll continue to monitor senator lindsey graham. looks like his legislation is now likely looks almost certain in fact to fail now that susan collins has decided to vote against it. earlier john mccain and senator rand paul said they would vote against it. you need 50 to get it passed. if those three hold firmly,
2026 and at 2026 clthere s a cliff. we lose a significant amount of moan on that. other states lose too. i ve heard from other governors. in ohio john kasich is not happy with this, nevada. the bottom line is we see this as a transfer of revenue out of the medicaid expansion states to the nonexpansion states. but if this bill goes through, look, it s close, it could, do you think this could backfire politically in the midterms next year? sure it could. the democrats made a mistake in 2010 when they tried to muscle obamacare through on a partisan basis. i think it was a mistake. we ve been fighting about this law ever since. as republicans, we should not make that same mistake. we should try to, again, do this from the center out. trying to muscle a bill through on a partisan basis, we will have the same type of process the democrats had. if this were to become law i suspect we ll be fighting about this ad nauseum.
