Police watchdog group says Minneapolis uses legal loophole to keep police misconduct from the public

Police watchdog group says Minneapolis uses legal loophole to keep police misconduct from the public Andy Mannix, Star Tribune One Minneapolis police officer made a reckless turn and caused a preventable car crash.
