Shell strike hits Clean Water Pumping Station in Eastern Ukraine
This is to inform you of two very serious security incidents that have affected water infrastructure in eastern Ukraine, the last 24 hours. Firstly, yesterday 5th May 2021 at 8.45 pm local time, there was a major incident at the Northern Pumping Station of Donetsk City, where a building wall received a direct hit by an exploding military projectile. According to the de-facto JCCC in Donetsk and the local water company GPVD, damage was not as great as first feared. However, three additional shells also reportedly fell within the grounds of the pumping station, making four direct hits in total. Although no one was killed or injured this is an extremely serious incident. All pumps were stopped, and staff evacuated. Background
Early 2014 saw the beginning of an armed conflict between the Ukrainian government and non-state armed actors from the self-proclaimed Donestsk People’s Republic (DPR) and Luhansk People’s Republic (LPR). The fighting led to the separation of the Government Controlled Areas (GCA) and the Non-Government Controlled Areas (NGCA), a demarcation that cut through the socioeconomic fabric of both sides. Further to the humanitarian situation resulting from the conflict, the outbreak of COVID-19 in 2020 and associated containment measures have lead to increased concerns around livelihoods and socio-economic wellbeing in the eastern conflict area. Sadly, this is to report that shelling damaged a power line near the 1st Lift Pumping Station of the South Donbas Waterway (1st LPS) at 5:05 pm, today, Tuesday 6th April 2021. Water pumps stopped immediately, meanwhile, one night shift worker at the pumping station took cover in the onsite bomb shelter. However, a second worker is still unaccounted for.
As things stand, the main water source for 1.1. million people are now stopped, and their future water supply is also at risk. Cities will be able to function temporarily, using local reservoirs, however, ultimately the pumps must be restarted. For the moment it is not clear if the reserve Power Lines for the pumping station are also damaged or not: there is no opportunity to check as the staff is still unable to leave the bomb shelter, and because the first priority is to find the missing worker. MAIN PUMPING STATION SHELLED, STOPPED
Voda Donbasa (VD) informed the WASH Cluster about shelling today, Tuesday 6th April near the First Lift Pumping Station (1st LPS) of the South Donbas Waterway. At 4:45 pm, Kyiv time, Vasylivka village was de-energized, as a Power Line (PL) was damaged. Shelling continued and, as a result, a second power line, this one supplying electricity to the Pumping Station itself, was also damaged. The 1st LPS was de-energized at 5:05 pm, and stopped pumping water immediately. One night shift workers at the pumping station took cover in the onsite bomb shelter, but a second is still missing.
MISSION
Logistics Coordinator will be in charge of the overall logistic support provided to the mission (both in Government and Non-Government Controlled Areas). In particular, the LogCo will monitor logistics implementation of projects in compliance with the defined strategy and donors’ regulations. The LogCo will be responsible of the implementation and follow-up of logistics procedures; will assure technical supervision to the logistics team for logistics, procurement and security; will provide technical support to security management of the mission, under the responsibility of the General coordinator.
GEOGRAPHICAL SCOPE OF INTERVENTION
The successful candidate will be based in Severodonetsk (Luhansk oblast GCA (50%)), with frequent visits to Bakhmut (Donetsk oblast GCA), Kyiv and non-government controlled areas.
