City utility services manager Greg Wightman said short-term upgrades are necessary to continue operating the water system in the interim, after council previously overturned a local area service improvement program that would have seen the city co-fund with property owners $14-million worth of infrastructure needs to provide non-potable irrigation water to dozens of properties. Property owners opposed the program, which would have seen them pay for most of the tab, at $11.2 million, and it is likely the initiative would have failed via a counter-petition.
