House Republicans Announce Plan to Protect Schoolchildren from Juvenile Sex Offenders Annapolis – Following disturbing media reports of a convicted juvenile sex offender attending a high school in Baltimore City, House Republicans today announced their efforts to change state law to protect school children. According to media reports, a 15-year-old juvenile who pleaded guilty to second-degree rape in Harford County was not incarcerated by the Department of Juvenile Services, who, amazingly, recommended probation and counseling. The juvenile was ordered to have no unsupervised contact with children under the age of 15 and the court also required school attendance or participation in a GED program. The Harford County incident occurred in 2023 and the victim was three years old. The juvenile sex offender was also charged in September in Baltimore County for a separate incident that occurred in 2022 when the offender was 13. The victim in that incident was two years old. �
