YOUNGSTOWN – The owner of the vacant downtown Gallagher Building said he plans to start work on 36 apartment units in it later this year. Brian Angelilli, owner of YO Properties 23 LLC, said he expects work to start on the apartments in August or September, possibly sooner. For decades, the building housed Cedar’s Lounge. “These are efficiency apartments, not even complete one bedroom,” Angelilli told the city’s board of zoning appeals Tuesday. “They’re intended, for the most part, for single occupants.”

YOUNGSTOWN The city’s design review committee approved exterior plans for three projects: the Penguin City Brewing Co., Stambaugh Auditorium and Ohio Urban Renaissance. Penguin City bought a former Republic Steel warehouse at 460 E. Federal St. for $575,000 in December and is planning a $3.7 million renovation. The 32,704-square-foot location should open in September or October, Annissa Neider, the project’s architect, told the committee at a Tuesday meeting. The exterior work includes painting, replacing broken windows and panels, installing a front patio with fencing, improving the parking lot and doing landscaping. New signs will be placed on the building including one on the south side that will read: “Tough times don’t last, tough cities do!”

City officials said Wednesday they want the site developed in fewer than 60 days or they’ll sue the owners. YOUNGSTOWN City officials said they are tired of the empty promises by the dormant Chill-Can project’s developer and are giving him fewer than 60 days to fulfill his obligations or they’ll see him in court. Mayor Jamael Tito Brown and Law Director Jeff Limbian said at a Wednesday news conference that a letter was sent Friday to Mitchell Joseph, CEO of M.J. Joseph Development Corp., which owns the Chill-Can plant site, telling him to construct a number of buildings and hire about 150 workers within 60 days or the city will file a lawsuit. Limbian said someone at M.J. Joseph signed Monday for the certified letter.

Council expected to permit proposals for 20 Federal Place | News, Sports, Jobs

The finance committee Monday recommended council approve the proposal. Officials with Steadfast City of St. Louis, the firm hired to redesign the landmark downtown structure, are proposing a $34.5 million project that includes apartments with offices along with a bowling alley, bar and malt shop in the basement. The request for proposals will be finalized shortly, said Nikki Posterli, director of community planning and economic development and the mayor’s chief of staff. Councilwoman Anita Davis, D-6th Ward, asked if an outline of the request would be given to council. Posterli said it will be once it is finished. The search is supposed to begin April 1 with a developer selected by mid-October, said Doug Rasmussen, Steadfast’s president.
