The Portland City Council approved the Munjoy Hill Historic District Monday night in a turnaround of February s vote against it, a move that brings with it an in-depth look at the impact of historic districts as a whole how they re created. The vote was a result of a reconsideration request by Councilor Andrew Zarro, of District 4, who voted against the district Feb. 1, but asked three weeks after the vote that the council take another look. His vote was the difference in Monday night s 5-4 approval.  Zarro said that other moves the city is making, including a study on the impact of its 12 historic districts, are a big step forward.  Portland will be one of the first cities to modernize historic preservation and what it means to residents and the city as a whole, he said.

A controversial proposal to create a new historic district in Portland has been given new life. The City Council narrowly voted Monday to reconsider its 5-4 rejection of the Munjoy Hill Historic District early this month, nearly killing a preservation effort three years in the making. Rather than calling another up-or-down vote on the proposed district Monday night, the council will take up the proposal again on April 5 after staff have the opportunity to provide additional information in response to specific council questions. The council also may vote April 5 on a resolution to conduct an economic and racial impact study of the city’s existing historic districts and make that analysis part of any future district proposal.

A proposal for a historic district that would have included hundreds of properties on Munjoy Hill was rejected by the Portland City Council Monday night, with councilors on both sides of the vote saying they are concerned about maintaining affordable housing and diversity in the neighborhood. The council rejected the plan, 5-4, after more than two hours of public comment and discussion. Affordability and lack of access to housing for the city s working class, many of whom are Black and Brown immigrants, were at the heart of arguments on both sides of Monday s discussion. Councilors opposed to the district said they didn t have enough information on the economic impact to vulnerable communities and on affordable housing to approve the proposal.
