FORMER Shetland Islands Council convener Malcolm Bell has appointed as a new member of a national public watchdog. Bell, along with Nichola Brown, Jennifer Henderson and Ruth MacLeod, has joined the Accounts Commission. It is responsible for reporting on performance and spending.
