PHNOM PENH (The Phnom Penh Post/ANN): Ministry of Interior lawyers and data specialists continue to meet to discuss the first draft of a sub-decree on the management, use, privacy safeguards and security of data the government has collected that can potentially be used to identify individuals.
On Jan 18, specialists from the ministry’s Legislation Council and heads of the ministry’s general directorates and departments discussed an initial draft comprising six chapters and 16 articles.
Ministry secretary of state Bun Hun – who also leads the Legislation Council – told The Post on Jan 26 that the purpose of this sub-decree was to determine rules for the management, use and privacy protection for identifying data that would serve public interests, promote service provision quality and develop the nation in a highly efficient and secure manner.

Japanese aid to improve firefighting capabilities

The Japanese embassy in Cambodia has provided more than $200,000 through their Grant Assistance for Grassroots Human Security Projects (KUSANONE) to improve fire-fighting capabilities in the capital.
The grant agreement was signed on January 18 between Japanese ambassador to Cambodia Masahiro Mikami and Phnom Penh municipal governor Khuong Sreng.
Municipal hall spokesman Meth Meas Pheakdey told The Post that the grant will provide added security and safety to Phnom Penh residents by helping to prevent and put out fires.

Per diem allowances for officials adjusted to reflect budget cuts

The government has revised regulations pertaining to per diem allocations – called ‘mission money’ – for officials at all levels who are tasked with out-of-office assignments.
According to the sub-decree dated January 12 and signed by Prime Minister Hun Sen, the new procedures will improve the effectiveness, efficiency, transparency and accountability of fulfilling missions at home and abroad.
For senior ministers and directors, the sub-decree provides 100,000 to 120,000 riel ($25-30) per diem for general expenses and 200,000 to 240,000 riel for accommodations when travelling. Civil servants and junior officials will be entitled to 40,000 to 60,000 riel per diem.

The Pursat Provincial Administration will construct ‘collective administration’ facilities in the two newly arranged districts of Talou Sen Chey and Phnom Kravanh. The policy to centralise local public services will better enable their effective provision.
A provincial official who asked not to be named told The Post on December 17 that authorities had already prepared a plot of land for constructing an administrative centre in Talou Sen Chey district, covering 70ha located in Phteah Rung commune. Another site is located on nearly 20ha near National Road 55 in Phnom Kravanh district’s Samrong commune.
