The 402 acre Artificial Island was build by engineers from 1936 to 1937 on the neighboring buena island. 300,000 tons of rock was used to build a seawall around an existing sand ball then followed by filling the interior with dredge material from the bay which was consistent of modern sand. The federal government paid for construction ask three permanent buildings which would serve as a potential future airport. Treasure island was constructed at the same time as the bay bridge and it was a project of Works Progress administration to construct this island, which was initially used to host the Golden Gate International exposition.
