Recognition that the military was not the sole, or even the mostimportant, member of the interagency process made officers whohelped mobilize the nation after 1941 uniquely qualified to acceptthe importance of using all the instruments of power, not just themilitary. America's officers and political leaders would do well tostudy their example.
