That said we really want to take a chunk of the i]budget, go over it and see whether we could do ataq things more effectively whether we could do emphasize some priorities better. I dont think you could do the owhole budget. You certainly couldnt do it every other year. ut you could set up a mechanism the budget say every three years or five years to see if the money could be spent better and the priorities were what congress reallyco wanted them to be. Bob . Can i just ask you a quick question . So is what alice describes on the domestic side, is the military really any different . Isnt there a certain amount of the air force, the navy, the marines, everybody has to get their share of the cuts . Broadly, the budget shares havent changed a lot. Thats a fair statement. Within those shares theyve changed a lot. Let me try to respond. First off i think its way too harsh that suggest that ovq all only 1 of Government Spending has any effect. I will offer just a couple examples. One obvious
Is so key, i would like you in your very eloquent way explain to us why certainty is so critical. And if you didnt have the certainty of this federal bill, how it could impact you back home. Again, i know its repetitious, but its important. Thats the message i would like to see go out of this hearing. Again, let me say, i think certainty is the most important thing that we have to deal with. And over the last five or six years, we have not had that certainty obviously. And so we need it to plan. I mean if we dont have we need five six, ten years whatever the number of years that you decide, we just need to know what those are and we need to plan accordingly. And, this program that i have put in place and was able to actually put in place without legislation because the people of alabama had allowed us to borrow the garvey bonds. So were using future federal dollars. And so the certainty is so important for me because i signed a billion dollars in bonds and i want to make sure we pay it
The language of the president s request for authorization, which they see as unclear and too broad. And has been the case of late. This white house talking about what the president wont be doing instead of what he will. The resolution weve submitted today does not call for the deployment of u. S. Ground combat forces to iraq or syria. As ive said before, im convinced that the United States should not get dragged back into another prolonged ground war in the middle east. Thats not in our National Security interests and its not necessary for us to defeat isil. It is not a timetable, it is not announcing that the mission is completed at any given period. What it is saying is that congress should revisit the issue at the beginning of the next president s term. So should Congress Grant the president his authorization . Right now the congress and senate dont agree to the answer to the question. Well be talking to Foreign Relations and Intelligence Committee member senator James Richard tonig
