Naval base commander: Safe Haven liberty concept in the works

It involves providing on-base and off-base recreational activities for personnel.
“This is something we are developing,” Capt. Jeffrey Grimes said during an online forum hosted by the Guam Chamber of Commerce and the Guam Hotel and Restaurant Association. “In military terminology, it’s ‘pre-decisional.’”
He said ongoing decisions with the island business community, including Thursday’s forum, are part of the development process.
The concept involves only the Navy, for visiting ships, he said.
The military last July announced that U.S. Naval Base Guam was designated as a Safe Haven Liberty port for ships to safely pull in for supplies, repairs and rest and relaxation during the pandemic. Visiting sailors have been allowed to use specific facilities on base, as well as a secured beach, also on base.

The four-masted ship named for the explorer who finished the voyage after the death of Ferdinand Magellan was greeted at Naval Base Guam on Friday by Gov. Lou Leon Guerrero, Lt. Gov. Joshua Tenorio and Rear Adm. John Menoni, commander of Joint Region Marianas, Indo-Pacific Command said Friday in a news release.

After being docked on Guam earlier this month, three sailors aboard the USS Theodore Roosevelt tested positive for COVID-19 Feb.14 and were flown to Naval Base Guam on Sunday.
The sailors are in designated lodging onboard Naval Base Guam for the duration of their isolation period and will have no contact with the local population, the Navy said.
The three sailors COVID-19 positive result coincided with the military s 2,200-person military training exercise, Cope North, which occurred on island Feb. 3-19. Military members participating in the multi-national exercise arrived on Guam prior to its start and resided in hotels off base.
US criticizes Chinese flights over South China Sea, but says they posed no threat

The US military on Friday said that Chinese military flights in the past week in the South China Sea fit a pattern of destabilizing and aggressive behavior by Beijing, but posed no threat to a US Navy aircraft carrier strike group in the region.
“The Theodore Roosevelt Carrier Strike Group closely monitored all People’s Liberation Army Navy and Air Force activity, and at no time did they pose a threat to US Navy ships, aircraft, or sailors,” the US military’s Pacific Command said in a statement.
