a look at this in an exclusive cnn report. live from cnn center, this is cnn newsroom with robyn curnow. thank you so much for joining me this hour. u.s. president joe biden is preparing for the next appearance in his america is back european diplomacy tour. the nato summit set to begin in just a few hours from now. mr. biden arrived in brussels, and part of his goal in europe is to repair relationships that have been freyed by the prior u.s. president. among the topics at the nato summit, what the u.s. calls is a new strategic concept dealing with threats from russia and china. phil mattingly has more on what to expect.
of how hard that wording needs to be, and one of joe biden s priorities is to make it as tough as it can be, and one partner says it should be far softer, and in the words of emmanuel macron, europe did not want systematically to align itself on the american line, and so there s a desire for independence, and they will push back on that call for tough language on china. the other will be what nato becomes over the next ten years looking out to 2030. and emmanuel macron very reluctant to go down the road because of the increase in the common budgets for nato to carry out missions and detourants from

but president trump has never embraced the alliance and gone back and forth over whether he thinks it s worth keeping. tell you about nato, it s obsolete and we re paying too much money. i said it was obsolete. it s no longer obsolete. now with the next nato summit set for next week, he is returning to one of his chief criticisms, that european leaders aren t paying enough for defense. according to the new york times, he s even sent sharply worded letters to allied leaders demanding they increase their spending and that he may consider, quote, adjusting america s military presence if they don t follow through. while the threat is new, the complaint is not. presidents george w. bush and barack obama both called on nato allies to pay more. then defense secretary robert gates had this to say back in 2011. if current trends in the decline of european defense capabilities are not haltpeded
