number of enrollees under the National Health Insurance Scheme is still very low since the law was passed in the country. What is responsible for the slow growth?
The first law that was passed in the country, which is the Act 35 of 1999, focused strictly on the formal sector. The formal sector comprises the public sector and the organised private sector. And we all know that the entire population of those that are working in the formal sector as we speak is less than 15 per cent. Out of that, less than 15 per cent are civil servants working in all the states of the federation and the local governments. So, they were not covered.
