A lot of us have been advocating for a long time that the two leaders of this government project that theyre working together and with the internal dynamics and as we say it is unlikely to have been. But there are some things regarding Strategic Communication and People Like Us point out not of government itself. What have we done and what are we attempting to do . And a lot of the frustration with this government is that it doesnt understand that sense of crisis and those uncertainties. That is what helps to power the opposition that there is a lot of politicians that are not so good but they are in the opposition and government that seems even worse. Picking up on a good point that not acknowledging the crisis that it faces of lot of president can do and quite frankly there isnt that many options but there are two issues one is out of president can strengthen the eyes of the International Community and also nearly in the eyes of his own government. To strengthen the position in the b
Been raising given that he was the fire chief and a Small Community 25 years the vast majority of land in the United States 90 percent dont get paid at time but we dont want them not trade either. Trained either but we need those tools. But i am concerned as the deputy secretary said these programs are difficult for volunteers to navigate. And if you could respond how you could fashion a Grant Program, provided we still have it, to take the higher administrative cost the money doesnt go where it belongs. We applaud that the two gentlemen in the middle but we do see the higher administrative cost to apply for the grants and the low dollar amounts to be spread over services and a narrower fashion. So looking at what you can do for the firefighters to make those more accessible. I myself as a volunteer firefighter for most of my life before i came to washington and and and i am very cognizant how difficult it can be to interact with state and federal government requirements on the part a
Employ the capability. And then are you making that largely permanent . At some point in the future you moved on to Something Else and someone comes in behind you. Is this still evolving how you are trying to establish these relationships as they apply to cyber, or are these going to be largely permanent . Will we be changing the story . I think they will be largely permanent. I feel pretty good that we have done the foundational work, broadly. I always remind people. Remember, no plan ever survives contact. In the broad framework, we are likely to see things we havent anticipated. We have to be flexible and be willing to change given the specifics of whatever it is is were dealing with. But for the way we are partnered, it hasnt been adversarial at all. It has been a great team. I would like to jump in on that sir. I would like to give a shoutout. We have been dealing with this on how to build up cyber capacity in the guard and reserve. We are building right now towards about 2,000 gu
The countrys borders as a way to protect u. S. Citizens privacy. So Higher Standards have accompanied the collection of information on citizens on domestic soil under the foreign Intelligence Surveillance act. The problem is that our communications no longer stay window midwest i can bounds. So in 2008 the government made a strong argument that it didnt make sense any more that if communications outside the United States, if you had a bad guy in london calling a bad guy in paris, traditionally under fisa you dont need to go to the court to get a warrant but now if those same two actors use email and it happens to go through the United States, the government has to go to a court to intercept those communications. A very strong argument for 2008 fisa amendments act. The problem is it works two ways. Now if im sitting in this room and i email jen and it goes internationally, now it can be collected. So data is not territorial and not bound by countries borders in the way traditionally wev
[ speaking french ] [ speaking french ] weve already announced more, already are doing more. But this isnt just a game of trying to up the numbers. Were trying to do things responsibly. Ive visited refugee camps in syria, in northern iraq. Ive visited with families we have accepted from these regions. I have met with leaders from those communities, not just in canada, but in the region itself. And i can certainly tell you, from my visits to the refugee camps in jordan and debriefings there, we cant pretend there are no security risks. Its important that we do screening. Those countries in the world that responded to these headlines as these others would have by just opening the doors and doing no checking have rapidly regretted that, and are now trying to put in place the very kind of system that canada has been pursuing all along. Its a generous response, its a responsible response. It is not based on the headlines. It is based on the right thing to do. [ applause ] [ speaking french
