To understand what their side of the equation is. And to be honest with you, some of the things they have done arent really clear today. So you know we always get in a debate about whether we should continue mill to mill if were unhappy with the things theyre doing. Im a proponent of continuing to take some risks there because there is benefit in us continuing to have dialogue, to try to establish those types of frameworks that allow us to communicate with each other in crisis. Weve had some good work with the prc lately of building some confidence Building Measures that allow us to understand how to operate with each other in these constrained waterways so we dont have a bunch of lieutenants and captains and commanders of ships out there making bad decisions that might escalate us to something we didnt escalate us into the trap. So we need to i think continue engaging them. We need to be forthright about how we feel about these things and what the u. S. Position is on behavior when it
Here. Let me begin with a topic that the chairwoman is familiar with, Cyber Security, particularly the faa. I had the privilege really of watching the chairman work and superb job of pending the intelligence bill and no one knows more and more thought 68 about the issue than senator collins, but i understand that within the faa there is a huge need to protect the system from Cyber Incidents and intrusions. But that there is organization in the air Traffic Organization that basically has to borrow funding in order to help promote Cyber Security from other agencies and borrow personnel, that there are different experts within the faa that disagree as whats the best approach and how to deal with it. Its it is a critical issue. And it seems not only is it a resource issue but its an organizational issue so let me ask you, mr. Secretary, what are you and the director who i have great admiration for doing to get this done. You know, we are late. We wont see problems on the road. We are alrea
Experience our great rivers, experience the environment that we now have in this country that we treasure and is so much a part of who we are across the country and in, of course, the state of maine. Ed muskie was a great man. He was a great member of this body, and its an honor for me to say its an honor is a gross understatement to be standing today in his seat, the seat that he held for those important years from 1958 to 1980 and served our country so, so well. Ed muskie is a man who belongs to the ages, who we all miss, who made such a difference in all of our lives. Thank you, mr. President. I suggest the absence of a quorum. The presiding officer the clerk will call the roll. Quorum call mr. King mr. President , i ask unanimous consent that the quorum call be rescinded. The presiding officer without objection.
