That makes me feel any better in whether or not the stop was racially motivated. Can a stop ever be respectful . Or can that interaction ever be respect vl between me and an officer. So i think that there are really two levels to react to those kinds of policies and practices. One is the individual style. And, as sam walker mentioned when people are talking about why they are upset about these stops, they most frequently talk about disrespect, humiliation, insults. Irrespective of whether a Police Officer can be polite on one person to one day in one spot, people react to policies and practices in their community. Those need to be perceived as fair as well. Yonks police need to legit mate a racist policy by being polite to people. First of all, they need to limit the number of stops they do. Whats happening in new york city was that they were being stopped without reasonable suspicion. In terms of the impaktsd of research, people make a clear distinction between the outcome of the stop
Thank you. Tracy is next followed by sue. Thank you so much for your comments. I wanted to first point out before i ask you a question. It was really gratifying for me to hear how much the comments of mr. Winkler and mr. St. Germane were congenial to the ideas and theory offered about procedural justice. Mr. Winkler you didnt use those words but its pretty much, i think, this idea of reform is consistent. I think thats good. Here is my question. In your written testimony you mentioned two things. The centralization is an important key to repairing trust between individuals and then you have an idea about the federal mandate for system wide accountability for juvenile sentssent centers. The idea we might need to look to more centralization uniformed ideas for standards for policing. If you could say a little bit about what you mean that would be helpful. If we have time, the federal mandate and what that is. Definitely. I think decentralization in the sense of having Community Policing.
Do the kind of Risk Assessment that you did as an officer. To ensure that the presence of an officer might not be needed but we can help support those students who might be making some of the wrong choices. I certainly feel that there needs to be more. I think training is provided to educators. I was with an educator for 17 years. He was a teacher. I think because he also came from a similar community that a lot of young people came from, young people were able to relate to him. Also i think train inging, Training Resources available at your fingertips to know what the alternative is. Who can come into your school where a lot of people were being referred to the system from. We were able to have a Community Based organization there present every single day and made available to educators as well as the administration as an alternative. They would walk around the campus making sure young people were safe because what you said earlier, we have resource officers to protect the school from
Environment as it can be. And one of the things that occurs is these incendiary comments that are coming from the Union Leaders that actually worsen the situations instead of improving it. And what happens is some of the comments from Union Leaders achieve the opposite of what the Union Leaders want to achieve. They actually make Police Officers lives more put them at more risk. So i think itll be great for unions to understand that our job is to protect our members. But, you know, our job is to also serve the public and their voice matter and certain things they feel, if they feel like certain things are occurring, a way that its not supposed to we should take heed to that and listen to them.
