Justice Secretary Menardo I. Guevarra on Friday, April 23, said no laws are violated in requiring the public to secure police clearance when transacting with the Department of Labor and Employment (DOLE).
“Although it’s not illegal per se to require a police clearance for certain public transactions, the question is, is it necessary for a particular type of transaction with the DOLE? What purpose will it serve? Does it add to red tape? These are policy, not legal, questions,” Guevarra said.
Police clearance for transactions with DOLE is being pushed by the Philippine National Police (PNP).
PNP Chief General Debold M. Sinas last March wrote to DOLE Secretary Silvestre H. Bello III asking that police clearance be secured by persons making transactions with the DOLE.
