Adding more money for the agency. A federal judge said the primary problem is a budgetary shortfall more than anything else. My question is do you think you can fix it without adding more money . I actually supported the governors proposal, 30 million increase for dcf. Both for social workers, and for a variety of other pieces. I think there are management reforms that ought to be part of what happens there. I may proposals when the german oliver case broke earlier this year. In many respects dcf has a difficult and complicated job. They are dealing with some of the most troubled families in the commonwealth. Care law, if you have 49 employees as we talked about, there is no increase in the cost because you e, dont have to provide the overnment mandated expensive coverage, so there is no coverage. Thats why they keep the employee rate at 49 and dont hire the extra employees. If you are at 50, though, and you are under the mandate. The increase is 800 per employee. If you are at 75 employees, the increase is 1 1,200 per employee. 150, en 1,400 and then 1,600 per employee. The amendment is an ideological attempt to keep to give School Districts more control but actually doesnt do that. It just creates more paperwork, more bureaucracy at the federal level like consultations and chances to dispute regulations, all of which many of which are already allowed in federal law but this would be a different subset to require that. Ive been here a long time and i cant think of any administration that gave both states and local School Districts more options, more flexibility, more ability to design the systems under which to work than the Obama Administration which there is 37 states whove undertaken race to the top which gave them great flexibility and theres 40 states that have undertaken waivers which gave them even more flexibility. And when you talk to the superintendents and when you talk to the governors in those states theyre delighted to have the flexibility, to design the systems they want to be able to design and to improve get better and to achievements
