Report: Settlement Reached Between Inmate s Family, Muskegon County | Newsradio WOOD 1300 and 106 9 FM

May 11, 2021 MUSKEGON (WOOD-AM) - A settlement has been reached between the Muskegon County Sheriff s Office and the family of a jail inmate who died after suffering 17 seizures while in custody. Terms of the deal with 39-year-old Paul Bulthouse s family were not disclosed. The family filed a suit against the county, the sheriff, sheriff s deputies and nurses at the jail. Attorney General Dana Nessel filed involuntary manslaughter charges against four guards and a jail nurse last month.

The state Senate this week passed a bill to designate a portion of M-120 as the “Deputy Ernest W. Heikkila Memorial Highway.’’  House Bill 4053 passed the state House in March. With approval in the Senate, the bill now goes to Gov. Gretchen Whitmer for her signature.

Poulin with the Muskegon County Sheriff’s Office. We’re told she passed away on Monday while surrounded by family. Jean devoted herself to community members and served as VSU Secretary until she passed, according to Poulin. The sheriff’s office also says Jean cared for a number of animals for Heaven Can Wait Animal Haven.

The horses, Jack and Dottie, died in the April 5 accident that injured the girls, absorbing the bulk of the car’s impact, police said. Helsel’s continues to mourn her horse, Jack, who she said protected her and her friend, Layla Neiser, 12. “Jack, he kind of saved all of us,” she said on April 15. “He was so big he kind of slowed the car down a little bit from the impact.”

Adriana Helsel and Layla Neiser survived with injuries, but their horses, Jack and Dottie, died in the April 5 crash that spawned fear, grief and an effort from a local woman to raise money for new horses.
