the spirit of the supreme court s decision in 2008 that said the second amendment provides an individual right to own a gun. the court didn t act on it today. there is no deadline here so we ll have to wait another week to see if they re going to take that case or whether they ll let that decision stand. it was upheld by an appeals court, the city ordinance was. if the supreme court says out of it, that would be a boost to advocates of assault weapons bans elsewhere. pete williams, thank you very much. following breaking news right now. according to the associated press, planned parenthood will no longer take any money for fetal tissue donations for research. the ap reports planned planned parenthood outlined the new policy in a letter sent to the national institutes of health today. the organization says it will still make the tissue available but will not accept any payment to cover the cost of the program. joining me now, msnbc national
relations with law enforcement. in chicago, 56 people were shot between friday night and monday 12 of them fatally. cleveland, ohio, has agreed to overhaul its police department. it s part of a settlement with the justice department over a pattern of excessive force and other abuses by law enforcement officers. in baltimore, 32 people were shot over the weekend. bringing the total homicide this number this month to 35. may 2015 is now the deadliest month in baltimore since 1999. i m joined tonight by tremaine lee, msnbc national reporter. you would think that possibly this behavior would be going in a different direction with all the focus that s been put on baltimore. how are residents responding to this continued violence? unfortunately, this kind of carnage that we ve seen has been par in cities like baltimore and chicago, as you mentioned. there simply seem to be too many guns on the streets and not
our family is grieving. i would hate for this to happen to anybody. reporter: two families torn apart. i ll miss his phone calls. he would call his mom every day. joining me in a rapid response panel thomas me zer russ and james peterson professor at lee high university and live from north charlton treymain lee, msnbc national reporter. treymain, you first if i may. what s the mood of the city now that these rallies are starting to take place and black lives matter lives are starting to have rallies and now that the dash cam has been released? what is the mood in north charleston tonight? well there is certainly some frustration and heavy emotions and hearts around the killing itself. it s been assuaged by the fact that criminal justice system is taking pace here with the officers arrested.

welcome back. i m melissa harris-perry. a new report by msnbc national reporter tells the story of 23-year-old jessica davis. jessica and her husband, eric, have three children and jessica was in the 20th week of pregnancy with their fourth child when she discovered that the fetus she was carry, a son, had severe brain malformation. her doctors told her it was unlikely her son would survive birth and nearly impossible he would reach his first birthday. it s the kind of tragic news no parent want ts to hear but it w compounded for jessica and eric because they live in oklahoma. and because they are poor. jessica, already a mother of three, knew she did not want to let her son suffer so she sought an abortion. but because she lives in oklahoma, shi had to endure a three-day ordeal that required her to cross state lines because in 2010 former congresswoman mary fallon was elected governor of oklahoma and her victory gave
