With Barack Obama having already visited Europe twice as President,with a third visit scheduled for July, his positioning of the transatlantic alliance in his Administration's overall foreignpolicy is ripe for reflection.
The Obama Administration should have just let the 1991 Strategic Arms Reduction Treaty (START) expire on December 5, 2009. Instead, the Administration unwisely undertook an overly ambitious plan to sign a new treaty to replace START before that deadline.
Congress therefore should not treat the Weapons of Mass Destruction Commission's report as a "take it or leave it" proposition. It needs to discriminate between the various recommendations on thebasis of their individual contributions to the cause of nuclearnonproliferation.
